As stated in the charter of the library,
it is known that it was built in 1796 by Mehmet Raşid Efendi, who was the
Minister of Foreign Affairs during the reign of Selim III. After the
construction of the building was completed, Raşid Efendi donated 943 volumes of
valuable works, including 925 manuscripts and 18 volumes of İbrahim
Müteferrika's edition. When the court inn in the south of the mosque was
demolished, the current entrance door was opened to the south side of the
library.
The library consists of two spaces with
rectangular and square plans. The rectangular section is covered with a
mirrored vault, and the square space is covered with a dome. The section
covered with a dome is the reading room.
